Hi,
I want to be able to execute a report through the iis without needing to go through the dashboard first. I was wondering how I can implement this?

You have to login through JavaScript first to achieve this.
Please check: https://sealreport.org/demo/WebInterfaceAPI.html

plus some posts in this forum...

I created a basic html file that run jquery and am trying to do a post on "https://sealreport.org/demo/SWIGetVersions".
However, similar to the forum post below, it is returning with a 404 error.
"GET https://sealreport.org/d...utoDetectCookieSupport=1 404 (Not Found)"
https://sealreport.org/f...t.aspx?g=posts&t=772

I dont have any config files since my program is running on just an html file. Any suggestions?

You are right to refer to this post.

The web.config file is of course on the machine running IIS. You cannot make it works without having a Web Server configured correctly.

Good luck.
